The errant apostrophe was the result of my mistaken understanding of the phrase, not from its misuse.

I believe, expanded, he understood the phrase to mean, "The bottom is up." Specifically, the bottom of the glass of alcohol.

As I (and, from what I see, most people) understand the phrase, it is actually intended to mean, "Put the bottoms of your glasses up, and drink their contents." That is, rather than being a statement of fact, it is a command.

Of course, if I in turn am misunderstanding you, Jon, feel free to correct me - this merely seemed the most logical interpreation of your statement.
